Undo a shift import

Needs: Roster, Read-write

Deletes the shifts one import batch created, except shifts that have been clocked in, have notes, or were cancelled since. Confirm before calling this.

Note: Shifts that were kept are counted in kept_started_or_with_notes, and any that failed are listed in failed.
