Bulk create

Needs: Roster, Read-write

Creates up to 50 shifts. Each is saved independently, and the response lists the successes and failures.

Note: A failed item has ok: false and an error. An item with staff warnings comes back with needs_confirmation and is not saved, unless you set confirm_warnings on it.
